Will the "UTStarcom EVDO USB Modem UM100C" modem work with NowSMS using GPRS as a method of delivering SMS text messages (not MMS)?

I cannot answer for certain. However, it is doubtful.

That is an EVDO modem. EVDO is part of the CDMA family (CDMA, CDMA2000, 1XRTT, 3GPP2).

There is no defined modem interface standard for sending/receiving SMS messages in CDMA environments.

There is a defined standard for this in the GSM/3GPP world (GSM, GRPS, EDGE, UMTS, WCDMA, HSDPA, HSUPA).

A few CDMA devices implement a subset of the GSM/3GPP standard to allow sending and sometimes receiving of text SMS messages. But most CDMA devices, if they support SMS, use a proprietary interface known only to the client software that is bundled with the modem.

I suspect the latter will be true with this device ... but based on a quick search for more information, I can't find any technical details on any programming interfaces exposed by the UTStarcom UM100C ... so, I can only make an educated guess.
