We have started using a European SMSC alongside our existing UK based ones, and are finding the dates we receive on the receipts are in local time relative to the SMSC, causing the submitted times to differ by an hour. Is there a work around for the time zone difference? We are considering other countries and it may become an issue.

Someone else asked a similar question recently.

We're hesitant to make too many changes to delivery receipts, because we don't want to inadvertently change something that is unexpected or unanticipated value.

Another post out here suggested that we allow a time zone offset for each SMSC, and adjust the date/times in receipts accordingly. However, I'm concerned that with issues like daylight savings/summer time, that this type of solution would not be good enough.

That said, we do know what time we submitted a message to the upstream SMSC. So theoretically, we could analyse a delivery receipt, comparing our submit time with their submit time, and adjusting the done time accordingly.

I'm just hesitant about what could go wrong in that type of scenario. Hard coded time offsets for each SMSC would be safer for us to implement, I'm just not convinced that these would be good enough.
