I'm not sure that it is so simple.

It really depends on what you mean by "GPRS service available".

You see, you might have base GPRS service ... but every operator has one or more APNs (access point names). Just because you are able to attach to GPRS (AT+CGATT=1) does not mean that you can actually activate a connection to one of the APNs (+CGDCONT and +CGACT commands ... but even if those succeed, that doesn't necessarily mean that you're good).

Take a look at ETSI GSM 07.05 (3GPP TS 27.005) and ETSI GSM 07.07 (3GPP TS 27.007) for AT commands ... and happy experimenting.
