Using NowSMS, the following link explains how to use the web interface to send a WAP push message:

If you are trying to do this outside of NowSMS, then I can point you to the WAP specifications at the Open Mobile Alliance web site:

In particular, a normal WAP push messages is of the MIME type "application/vnd.wap.sic", which is defined in the "WAP Service Indication Specification". The WAP Push PDU format is defined in the "Wireless Session Protocol Specification" (WSP). And when sent over SMS, the format for sending WAP packets over GSM SMS is defined in the "Wireless Datagram Protocol Specification" (WDP).

You may find some other useful information in the "MMS Technical Discussions" and/or "WAP Technical Discussions" areas of this discussion board. However, this particular area of the discussion board is for the support of the Now SMS/MMS Gateway product.
