Hi,

The GSM modem implementation in nearly all "smart phones" are send only. The modem implementations do not allow applications to receive messages over the GSM modem interface. (Some older "dumb phones" did not have such limitations, but as phone software has become more complicated, manufacturers have decided to limit this functionality.)

This is a limitation imposed by the phone software.

The alternative, to be able to both send and receive SMS messages, is using a dedicated GSM modem device, such as USB stick modems from Option and Huawei.

(If you are not familiar with these devices, see http://www.nowsms.com/tag/gsm-modem for some examples. They accept a SIM card, just like a mobile phone does, but they do not have phone software that gets in the way of receiving messages.)
