There is a setting and a URL parameter that sets the UCP/EMI "Billing Identifier" parameter (XSer Type of Service 0x0C), which is probably what you're referring to.

The HTTP interface supports a "&BillingInfo=xxxx" parameter, which will set this value in the UCP/EMI message submission.

It is also possible to specify a default value for this parameter by editing SMSGW.INI, and adding BillingInfo=xxxxxxxxxx under the [UCP - server:port] section header.
