There is no binary encoding defined for SMIL.

Even when using WSP, it is encoded as straight text.

SMIL is typically one of the components of an MMS message, encoding according to the MMS Encapsulation specification. MMS Encapsulation defines the MMS headers, and the actual MMS content is encoded as "application/vnd.wap.multipart.related" (or .mixed) as defined in the WAP WSP specification. SMIL is one of the parts of the multipart, and the actual SMIL content is always encoded in straight text format. (Although the multipart headers are WSP binary.)
