Are you sure it's strictly a SIM compatibility issue? Maybe you are on a 3G operator, in an area where they have 3G coverage only ... and they will not let you roam on to a 2G partner?

The only 3G dedicated modem devices that I've experimented with so far have been PC cards.

Although that said, the SonyEricsson K800 can be used as a GSM modem ... it's a 3G device. If you're having a hard time coming across a dedicated modem device, that might be a good temporary solution.

my operator only got 3g network, no gsm coverage. Hence must use a '3g modem'. Any idea what brand and model got this kind of modem?

As suggested, am using K800 now but no stable (sometimes error when sending sms).

I've mostly seen PC cards ...

The Sierra Wireless PC Card ... 850 and 860 ... there is also an 875, but I'm less comfortable with that model because it seems there are more unconfirmed problem reports with it.
