Basically, you need an SMS service provider.

Basically, it's not like the internet ... when an SMS message gets delivered, someone is going to be charged for that delivery. So you might connect to an SMS service provider over the internet, but there needs to be a billing relationship. NowSMS supports using SMPP, HTTP, CIMD2 or UCP/EMI to connect to the service provider. NowSMS can also interface through a GSM modem (this is a specialised modem device that accepts a SIM card and operates over a mobile operator subscription ... many phones have inbuilt GSM modem capabilities and allow you to connect to the phone as a modem over a serial or USB cable, or via infrared or bluetooth).
