Is it possible to tell the country the user was in while roaming, when they send a SMS to a service. e.g. If a French user roams to the UK can the system detect that the user is in the UK from information in the SMS message.

No, there is nothing in the message that will tell you that the user is roaming. The message still gets sent through the user's home operator SMSC ... not the roaming operator's SMSC.

If you're really after this information, the only option is to query an HLR (home location register) service, where you can pass the sender's phone number, and the HLR service can tell you the user's home operator and tell you if they are currently roaming on another operator.

Unfortunately, HLR services are pretty specialised. I don't have any particular service to recommend to you, but that is what you'd be looking for.

Thanks for the quick reply,

I'm guessing doing a HLR lookup will get expensive. I was wondering if I deal with a aggregator that is/has there own SMSc. Can they pass me back the info I need?

No, it's a separate lookup. There is no information within the SMS message itself that would tell you this.

The only thing that you can see in the raw SMS message (but is not available from most SMSC interfaces other than a GSM modem) is the SMSC through which the message was sent.

However, even if a user is roaming, when they send an SMS message, it gets dispatched back to their home operator for delivery. So there is nothing in the message that gets sent out that tells you that the sending user was roaming.

That said, you might get a deal from an SMS provider where they would provide you the HLR lookups at a reasonable cost, in conjunction with your agreeing to send some volume of message traffic through their system.
