The doc 'GSM0340' says that if 7 bit data is used and the TP-UD-Header does not finish on a septet boundary then fill bits are inserted after the last Information Element Data octet to get an integral number of septets for the entire TP-UD header.

Does that mean we also have to code the TP-UD-Header as 7 bit data?(sounds impossible, because there may be binary octets in the header)
E.g: A Concatenated Short Message User Data Header '050003990201', there are 6*8 bits. shall we add one bit or one byte to make an integral number of septets?

This is a brief reply, as this is the product support forum for the Now SMS/MMS Gateway product, and I have to concentrate my efforts on answering support questions for our product.

That said, I would answer 1 bit.
