That is the update history for the Windows version of NowSMS.

This file may reference updates that are still considered "beta". To download beta releases, add UpdateChannel=beta to the [SMSGW] section of SMSGW.INI. Or directly download https://nowsms.com/download/linux/nowsms.tar.gz
