Error in Sending SMS

I got the following error when trying to send a SMS. This happen for ver 4. Can anyone advice what happend

Are you saying that this problem didn't occur in v4, but does occur in v5?

Or is this problem occurring in a new v4 installation?

According to the SMS specifications, this error message means:

Requested facility not subscribed:

This cause indicates that the requested short message service could not be provided by the network because the user has not completed the necessary administrative arrangements with its supporting networks.

Basically it suggests that the SIM is blocked from sending SMS by the operator. Can you send an SMS message from the phone itself? (If you are using a GSM modem, can you put the SIM in a phone and try it?)
