Hi Bryce,
I have composed two MMS Messages with same contents one with Forward LOck=true and other with Forward Lock=False.
Later on i compare the files. The only difference between the files is of Message ID and date time.
And i cant understand the change in Forward locked and normal file.

Then it does not sound like forward lock was applied. A message that includes a forward locked component will have an "application/vnd.oma.drm.message" wrapper around the forward locked content.

Assuming that you're sending the forward lock message via NowSMS, make sure that you have more than just text components to the message. The forward lock attribute is applied to individual pieces of content within a message, not to the overall message. (And NowSMS doesn't put the forward lock attribute on text parts of the message.)

if the forward lock feature is applied to wap push contents, will old phone users who received this wap push contents not able to download the contents, or the phone will discard the forward lock feature only?

to enable forward lock, is it &forwardlock=true

The old phone users will not be able to download the content.

MMSForwardLock=Yes needs to be set in the request (either as an HTTP POST variable, or "&MMSForwardLock=Yes" in the URL request).

I wasn't able to send MMS with forwardlock. When I retrive message with simulator i only get text without the picture. Package I've got contains only one part and without forwardlock have two parts text and picture. What is the problem?

What simulator?

How exactly did you create the message? Since you are sending a message to a simulator, I'm suspicious that it was not created by NowSMS, so please elaborate.
