i installed NowSMSModem on my android 4.2.2 Jelly Bean and the status is Active,

then i run Now Sms Lite on my pc windows 7, but it cannot connect to the mobile, even if i digit
the ip address of mobile (the IP of PC is so they are on the same network)

So what can i do?

Another question is, what is the costs of full license?

Have you tried the 2014.12.12 interim release of the app? It is at the bottom of this page:

If you have an earlier version of the app installed, power the phone off and back on after installing the update.

Can you ping from the PC?

If possible, verify that your WiFi access point doesn't have isolation mode enabled.
