When trying to send SMS via SMPP 3.3 and 3.4, the log file showing Unknown Error 00013CCC, what this mean?

That code is a code specific to your SMPP service provider.

There are standard SMPP error codes, but then each provider often defines extended error codes that are specific to their service.

So I suspect you will have to ask your SMPP provider what this error code means on their service.

00013CCC is a very strange error code to be returned, because the SMPP spec defines the range 400 thru 4FF to be used for vendor specific errors. Is it always this same number?

No clue. They are not standard error codes.

You can find a list of the standard SMPP error codes in the following thread:

http://support.nowsms.com/discus/messages/1/5766.html

Basically, those error codes are outside of the ranges defined in the specifications.

If you want to enable the debug log, and post SMPPDEBUG.LOG, I can see if that provides any other potential clues.
