The priority depends on whether its Low/Normal/High represented by the octect 128/129/130 defined in Section 7.2.17 in the document WAP-209 MMSEncapsulation.

High Priority messages are normally shown as urgent message in the inbox of the handset. Whether they get any special treatment in the Network side for these messages I am not sure.
