i have a doubt regarding si.Is the si comes with a port number 2948(wap push) or with 49999(ota destination port)?

An SI message is a WAP Push message.

OTA according to the Open Mobile Alliance Provisioning Content specifications is also a WAP Push message.

Both of these are standard WAP Push messages, and would be sent to the WAP push port.

The OTA destination port that you refer to is only for OTA according to the Nokia/Ericsson OTA Specification. It is still widely used for SonyEricsson phones, but most Nokia phones released over the past 18 months to 2 years require that you use the OMA Provisioning Content specification for proper configuration.
