Is anyone able to shed some light as to why I can send a MMS notifcation to one handset without an issue but the other is unable to download the message even though it receives the notification?

I am using two HTC phones, and swapping the SIM between them so it seems very strange. Both phones have internet access via the SIM which is on Vodafone.

That's likely a settings issue on the phone itself.

The MMS notification tells the MMS client that it needs to download a URL containing the message content. But it doesn't tell the MMS client how to connect to the network. To make its connection to the network, there are configuration settings on the phone for the MMS client.

If those configuration settings are not correct (perhaps the phone was preconfigured for another operator), then it won't be able to make the connection.

It's a little different as it sounds like you're sending your own MMS notifications. Some operators do block this with their default MMS settings ... so it could very well be that the one that isn't working is the one with the "incorrect" settings. That device might not be able to send/receive MMS through the operator MMSC.

I'd suggest testing sending/receiving MMS with the MMS client on the device, going through the operator MMSC. See if you notice any differences there.
