The doc 'GSM0340' says that if 7 bit data is used and the TP-UD-Header does not finish on a septet boundary then fill bits are inserted after the last Information Element Data octet to get an integral number of septets for the entire TP-UD header.

Does that mean we also have to code the TP-UD-Header as 7 bit data?(sounds impossible, because there may be binary octets in the header)
E.g: A Concatenated Short Message User Data Header '050003990201', there are 6*8 bits. shall we add one bit or one byte to make an integral number of septets?

Tp-UD header need not be coded as 7 bit data.
In 7 bit data encoding, user data should be always start on integral number of septet.
since concatenated short message user data header occupies 48 bits.. next septet data should start at 56th bit so for that append 7 @'s before user data.
